France · duty in force

Review the France route
Service — recurring cycle

The declaration window is short,
so the data work starts in November.

French household packaging is declared once a year, for the previous calendar year, in a window that opens on 1 January and closes at the end of February. The work that makes that window survivable happens before it opens.

The outcome

A declaration that can be explained a year later

  • Volume, product family and packaging data reconciled before the window opens
  • Declaration mode and its thresholds documented with the scale used
  • Filed declaration, invoice and payment kept as dated evidence

The eco-organisation calculates and invoices the contribution on its published scale

Published terms

The calendar comes from the scheme, not from us

Under the published 2026 Léko terms, household packaging and papers are declared between 1 January and the end of February for the previous year; an annual contribution of €10,000 or less is invoiced annually by 31 March and larger amounts are invoiced quarterly. Citeo publishes its own scale and terms for the same stream, so the applicable calendar follows the eco-organisation actually joined.

Why an annual duty fails at the last minute

The data is assembled in February

Order data, product families and packaging specifications take time to reconcile. A late start turns an annual duty into an estimate nobody can defend.

The declaration mode is chosen by accident

Simplified and detailed modes have published thresholds. Crossing one changes the data you must be able to produce.

The invoice is treated as our fee

The eco-organisation invoices the member on its own scale. Our fee is separate, and an unpaid contribution is a scheme matter that reaches the producer.

What's included

Included in the written scope.

  • Annual data request and reconciliation plan from November

How it works

Four controlled steps.

01

Document the facts

Collect the entity, products, channels, contracts and available evidence for annual declarations.

02

Confirm scope and dependencies

Receive a written map of assumptions, exclusions, third parties and points requiring approval.

03

Authorise the agreed work

Private fees, external costs and client responsibilities are confirmed before any submission or commitment.

04

Coordinate and retain evidence

After a valid engagement, each action, external decision and authentic receipt is stored with its date and version.

Frequently asked

When exactly is the declaration due?

The published window runs from 1 January to the end of February for the previous calendar year. The eco-organisation joined confirms the exact portal and deadline each year.

What if we joined mid-year?

The first declaration still covers the period during which products were placed on the market. What matters is that the data exists for that period, which is why the mandate perimeter records it.

Do you pay the contribution for us?

The contribution is invoiced by the eco-organisation on its own scale. Our service fee is separate and includes no percentage of it.

Can eco-modulation change the amount?

Yes. Bonuses and penalties apply on published criteria. They are reviewed with the client and never applied automatically to an estimate.
